Community Development Specialist

Position Description

 Specific responsibilities

The Community Development Specialist is responsible for facilitating community projects that contribute to successful business operations and vibrant communities.  This position will administer federal, state, or foundation grants. Main position responsibilities:

  • Project planning, outreach and research

  • Grant writing

  • Project Management

  • Administrative, recordkeeping, project budget management and compliance

  • GNDC EPA Brownfields program management and administration of the Eastern Montana Brownfields Coalition (EMBC)

Qualifications:

  • Excellent writing, research and project management skills

  • Demonstrated competency in persuasive writing, team collaboration, effective verbal and written communication and attention to detail

  • Working knowledge of State, Federal and private grant/loan programs

  • Experience with community planning projects and downtown revitalization

  • Competency in development and tracking of project budgets and financial management

  • Experience with public speaking and group facilitation

  • Skilled in coordinating large, complex projects, meeting deadlines and working effectively under pressure.

This position requires the ability to prepare written reports to funding partners and present summaries of collaboration and leveraging efforts to project committees and the Eastern Montana Brownfields Coalition.  The position is responsible for organizing committees, facilitating meetings and preparing minutes, in addition to quarterly and annual reports to funding partners. 

 

Eastern Montana Brownfields Coalition

A third of this position’s time and effort will be to administer and oversee the Great Northern Development Corporation Brownfields program.  As the Brownfields program manager, this position will work closely with the GNDC Loan Officer, EMBC, landowners, citizen groups, developers, and regulatory agencies – including, but not limited to, the Montana Department of Environmental Quality (DEQ) and the Environmental Protection Agency (EPA) – to coordinate and develop planning activities related to environmental assessments and cleanup projects. The position will provide information to Brownfields property owners, investors, developers and neighborhoods regarding the cleanup and redevelopment of Brownfields properties. The position will direct the EMBC's initiative to redevelop Brownfields into productive, safe, and potentially profitable sites for the region, promote Brownfields projects to communities and other affected institutions, oversee feasibility or cost-benefit studies for environmental remediation projects, and coordinate on-site activities for environmental cleanup or remediation projects to ensure compliance with environmental laws, standards, regulations, or other requirements.

 

Other Requirements:

·       Frequent travel is required within the 6 county GNDC service area, and the EMBC service area (an additional 9 counties in Eastern Montana). Occasional travel outside the region, including overnight travel to attend meetings, workshops and training seminars, is also required. 

  • Flexible work schedule, with some weekend and evening hours

  • Position requires the ability to communicate with the public, co-workers, and stakeholder groups on a regular basis.

  • May need to sit at a desk, at meetings, and in vehicles for long periods of time.

  • Must be able to stand and walk short distances, stoop and bend, handle and lift books, papers, and office equipment up to 50 pounds. 

  • May require climbing on and into various vehicles.

  • Periodic exposure to dirt, dust, and fumes.

Other Information:

  • This position reports directly to the GNDC Executive Director

  • Minimum Education Level:  Bachelor’s Degree in a related field

  • 3 years of comparable experience desired

  • This is a full-time salaried position with a full benefit package including health insurance coverage and contribution to retirement program available
